These Terms and Conditions govern your use of the ASBM website, membership services, training registrations, events, resources and other services provided by the Association of Steam Boiler Operator & Engineer.

By accessing this website, applying for membership, registering for a programme or using an association service, you acknowledge that you have read and agree to these Terms and Conditions.

About the Association

The Association of Steam Boiler Operator & Engineer, also known as Pertubuhan Operator & Jurutera Dandang Stim Malaysia, is a national registered professional association in Malaysia.

The association supports professional welfare, technical development, career advancement, knowledge exchange and industry engagement for steam boiler operators, engineers, technologists and related practitioners.

Acceptance of Terms

By using this website or submitting an application or registration, you agree to comply with these Terms and Conditions and all applicable policies displayed on the website.

  • Membership may be suspended or terminated in accordance with the registered constitution and applicable decisions.

Course and Event Registration

Course and event registrations are subject to availability, participant eligibility, payment confirmation and any programme-specific requirements.

  • A submitted form is an expression of interest until registration is confirmed by the organiser.
  • Participants must ensure that the selected programme is suitable for their professional requirements.
  • The association or training provider may request additional documents before confirming participation.
  • Participants must comply with venue safety procedures, attendance requirements and instructor directions.
  • Participants are responsible for travel, accommodation and personal expenses unless expressly included in writing.

Course Dates, Venues and Changes

Published dates, venues, instructors, course outlines, programme fees and availability may be changed where reasonably necessary.

A course may be postponed, relocated, delivered through a different format or cancelled because of insufficient enrolment, trainer availability, venue issues, safety concerns, regulatory requirements or circumstances outside the organiser’s reasonable control.

Confirmed participants will be informed using the contact information supplied during registration.

Fees and Payment

All fees are stated in Malaysian Ringgit unless otherwise specified. Applicable taxes, administrative charges or additional programme costs may be charged where stated.

  • Payment must be made through an approved payment method.
  • Registration may remain unconfirmed until full payment or approved sponsorship documentation is received.
  • Participants are responsible for providing accurate billing and company information.
  • Bank charges, transfer charges or other payment costs are the responsibility of the payer unless stated otherwise.
  • Receipts or invoices will be issued based on the information supplied.

Cancellations, Transfers and Refunds

Cancellation, participant substitution, transfer and refund requests must be submitted in writing and are subject to the conditions stated in the relevant registration confirmation, invoice or programme notice.

  • Approved refunds may be subject to administrative charges and costs already incurred.
  • Non-attendance does not automatically qualify for a refund.
  • Participant substitutions may require prior approval and eligibility verification.
  • When the organiser cancels a programme, participants may be offered a transfer, credit or refund of eligible course fees.
Participants should confirm the applicable cancellation policy before making payment because specific programmes may have different conditions.

Attendance and Certificates

Certificates of attendance, completion or competency are issued only when the relevant programme conditions have been met.

Conditions may include:

  • Minimum attendance requirements.
  • Completion of practical activities or assessments.
  • Compliance with safety and conduct requirements.
  • Submission of required documents.
  • Full settlement of applicable programme fees.

Attendance at a course does not guarantee that a participant will pass an external examination, receive a statutory competency certificate or obtain professional registration.

Professional and Regulatory Disclaimer

Website and training information is provided for general professional and educational purposes. It should not be treated as a substitute for applicable legislation, official regulatory guidance, manufacturer instructions, engineering assessment or workplace-specific procedures.

Participants and employers remain responsible for determining whether a programme satisfies their individual legal, professional, competency or renewal requirements.

Unless expressly stated in official programme documentation, the association does not guarantee recognition, licensing, examination success, employment, promotion or regulatory approval.

Participant Conduct and Safety

Members and participants are expected to behave professionally, respectfully and safely during association activities.

  • Follow instructor, organiser and venue instructions.
  • Use required personal protective equipment.
  • Do not engage in harassment, discrimination or disruption.
  • Do not misuse equipment, facilities or training materials.
  • Inform the organiser of relevant medical, accessibility or safety requirements where appropriate.

The organiser may remove a participant whose behaviour creates a safety risk, seriously disrupts the programme or breaches applicable rules. Refunds may not be available in such cases.

Intellectual Property

Unless otherwise stated, website content, association branding, course materials, graphics, documents, photographs and publications are owned by or licensed to the association or relevant content provider.

Materials may not be reproduced, uploaded, distributed, sold, recorded, modified or used commercially without prior written permission.

Participants may use supplied course materials for their personal learning and professional reference only, unless broader permission is expressly granted.

Photographs and Event Media

Photographs or recordings may be taken during association events, meetings and training programmes for reporting, documentation and promotional purposes.

Where appropriate, participants will be informed through event notices, registration materials or venue announcements. Participants who have a reasonable concern should notify the organiser before or during the event.

Third-Party Services and Links

The website may link to training partners, payment providers, online forms, social-media platforms, government resources and other external services.

External websites are operated independently. The association is not responsible for their availability, accuracy, security, privacy practices or content.

We aim to keep website information accurate and current. However, information may occasionally contain errors, omissions or outdated details.

The website may be temporarily unavailable because of maintenance, technical issues, security measures or circumstances beyond our reasonable control.

These Terms and Conditions are governed by the laws of Malaysia. Any dispute should first be raised with the association in good faith so that the parties may attempt to resolve it amicably.

Where a dispute cannot be resolved, it will be subject to the jurisdiction of the courts of Malaysia, unless applicable law requires otherwise.
